Key Highlights This Month:  

Financial analysis

  • Navigant and financial team focusing on setting up meetings to understand local financing and activities.
  • Also Navigant will be looking at other state systems to understand how they operate.  Those states are Arizona, Colorado, Connecticut, Pennsylvania, and Oregon. An analysis of those states is attached, as well as a presentation done by Navigant to the finance analysis team on how Navigant plans to proceed.
  • Next phase is to develop and help provide recommendation on potential models for potential universal rate. This phase will take through February.

 MACSSA Presentation

Attached is the presentation done last month at the MACSSA meeting on CM Reform Update and CMS Letter. Feel free to reach out to any of the presenters with questions.

 Initial Design Team Updates

During that MACSSA presentation, the Initial Design Team was discussed. The first meeting of that group occurred, and attached are several documents related to that meeting. DHS has finalized a contract to facilitate next initial design meeting, with the goal of getting on similar pages on overall goals of the work.

 One thing that hasn’t been discussed to date in these meetings is the concept of choice. DHS has indicated it is not in scope to solve for this group (the Initial Design Team) because we are trying understand the complexity of what choice means across the spectrum of the different kinds of CM. We are hoping to figure out a way to get this discussed.
