ISBM Update - May 2019

Key Highlights This Month:  

Counties Continue to Implement ISBM in 2019 I have 2 regions that have reached out to me and I’m excited to be on their agendas for June. Thank you Region 5 and Region 7W.  I’m looking for regions to volunteer to have me come in July and August, or as promised I will be reaching out to you. 😊

 

Why is this work important to counties?

 This is an opportunity to provide on-the-ground experience to inform the MN integrated services business model, refine it, experiment with it, and finally turn it into more than a philsophy.

5x5 Design Branding Project Update This work has started again, with a more narrow scope and a much tighter timeline. The provider is going to be testing their messaging within the next few weeks with a narrow audience (8-10 people) this first go. The audience will include County, Tribal, DHS and MnIT staff/leaders.  There are discussions on how to broaden this audience in the near future and supplement the small sampling.

 

Persona development  DHS and MNIT staff have done some amazing work over the last several months to bring this effort back to the forefront. In mid-April, DHS was able to secure a short-term engagement with MNIT to continue these efforts and have filled 3 research positions with Prime Academy User Experience (UX) graduates; one of which was on the pilot project team! In the last several weeks, this group has been able to interview internal SMEs in two administrations, Continuing Care and Community Supports, to learn about client experiences and is actively working on the planning stages to interview people who receive program services. The intention of this work is to get to an idea about a person, and then use that information to build a journey map. What is a journey map?  It is a process flow as experienced by a real person. 

What a great asset this work will be as we look to further develop and define ways to move modernization and specifically the ISBM forward.

Program Simplifications The enterprise program simplification and alignment effort connected to the ISBM is scheduled to launch its initial project in the coming weeks. The eight-week project will provide the baseline information necessary to articulate the first-year roadmap of eligibility-based simplification efforts. Partners from the counties are being actively sought to participate in targeted, time-limited work groups.

Reflections

It’s amazing to me each time I write one of these how quickly the time goes. It seems that while we may appear to be idle, we really are not. The “We” I write about is the collective we. Over the last month I’ve had the pleasure of participating in some outstanding meetings. Everything from how can counties engage with the state more dynamically and have both parties feeling their worth at the table, DHS admitting past attempts were not fruitful and a real desire to move forward in a meaningful way, how not everyone can see their work in the ISBM model and identifying solutions, efforts and discussions that need to occur as a result. I’m thankful to MACSSA for all the guidance which is allowing me to bring discussion points to the table.
